The War Production Board deferred their order in favor of other cities which they felt were more needful of the limited number of available cars. In 1943 the same thing happened. In 1944 they were finally authorized for delivery in 1945, three years after ordering. They finally came and operated for only nine years. But during that time, they had two different paint schemes.
