This was the largest group of Pacifics with a total of 72. Of all the Pacifics, James Heffner shows that 73 went to South Korea and 68 to North Korea at the time of the division. It could be assumed that the 72 PC4s were probably split evenly.  PC4-1 thru PC4-4 were built by Kawasaki in 1927 as 971 thru 974 and were renumbered in 1939.  PC4-5 thru PC4-20 were built in 1934 as 975 thru 990 and were renumbered in 1939.  PC4-21 thru PC4-54 were built in 1939.  PC4-55 thru PC4-72 were built in 1940.

PC4-4 was built by Kawasaki in 1927 as 974.  It was renumbered PC4-4 in 1939.

PC4-9 was built in 1934 as 979.  It was renumbered PC4-9 in 1939.  Notice the streamstyled tender.

PC4-14 was built in 1934 as 984.  It was renumbered PC4-14 in 1939.  Notice the domes left after skylining was removed even before it was rebuilt.

PC4-39 was built in 1939.

PC4-62 was built in 1940.
